For example when playing last week I saw people splitting 4's, routinely dd when the dealer was showing a 10 etc. No one seemed to even care. Any other experiences? Also, can a few players working in tandum change the bad luck to good at a table?

When I just started playing I split 10's. Dealer almost crapped his pants. I was just learning, thank goodness I've learned a bit since then. :)
There is also no such thing as luck so to answer your question, no a few players in tandum cannot change the luck at a table.

I've yet to go to a casino, but if you ever see a person NOT split aces or eights, slap them.

Anyway, people working in tandem are called "cheaters" and should be booted from the casino immediately. If they're working together, it means that they're either a large card-counting ring, or just a couple of people switching cards.
