1) Air
2) Fuel
3) Spark
Check each individually.

Depends on bike. Almost all new bikes need a least 10volts when cranking to supply power to ignition circuit. it will crank but voltage drops too low to start (see a bunch with 8 or 9 volts when cranking but 14volts at battery when static checked)

DSF left out the 4th thing "compression"

Make sure the choke is pulled out ,if it has one.
After the bike warms up,push it back in.

is there any fuel? the most possible reason is you have to change your spark plug.... is the engine on?
