It means Winnie is a Pooh Bear but it tongue in cheek because his name is Winnie The Pooh, with The being his middle name. It sometimes have been stated his full name being Winnie T. Pooh, with T. meaning The. So it a double reference to his name.

I'm just guessing, but maybe it's cause he's a bear... he's a pooh bear. So instead of saying Winnie Pooh, you say Winnie THE Pooh BEAR. I think Winnie The Pooh is short for Winnie The Pooh Bear.

The answer is; The real black bear from Canada was called Winnie, after his owner home town, Winnipeg. After the owner went off to war he donated his cub bear to the zoo. A little boy called Christopher (his father the famous writer of the Winnie the Pooh stories) called the bear pooh, but he called all his pets (like his favourite pet swan) and stuffed animals pooh, like "don't be such a pooh..."

Winnie would be the first name. The Pooh denotes something about them. In history thats how they used to do it. Example: Eric the Red. Conan the Destroyer. Alexander the Great. Pooh means disdain or disbelief. I haven't watched the cartoon to observe Winnies personallity but that would be interesting.
