It's from the Rhyme of the Ancient Mariner.
Basically the men on a ship would start to run out of water during their long sea voyages. Yet they would be surrounded by water.

the first responder is correct.
The ocean is full of water, but drinking it can kill you.
The fresh water taken onboard would run out & the sailors would die of thirst while surrounded by (poison) water.
