Actually, Romeo.
He was too impetuous; he ran off before the priest could inform him of the plan, was unwilling to do anything but have his own little private drama, and went for the ultimate drama - killing himself. What would have happened if he'd stopped to listen? What would have happened if he'd just waited 5 minutes?
Look at the whole of the story - how does each problem start? usually with some dramatic emo whining by Romeo - Tibalt's death, Mercutio's death, his own death, Juliet's death - all laid at Romeo's feet.

Tybalt (the prince of cats?) from what I can recall he was the fuel to the fire. It's true that everyone from the priest who marries them, the nurse, the parents, mercutio, and romeo and juliet themselves make choices that send them down their tragic path but remember the play tells you they were fated and the most consistent factor in the play that is destructive throughout is Tybalt. Anyway that's what I think. Let us know what your conclusion is.

They are,they could have prevented their end,and stopped jumping to conclusions,instead,assuming that Juliet was dead,he killed himself. Everyone had a part in their deaths. Anyone is a choice for it. But people like to blame the parents.

Fate is the cause of the tragedy in that book. It's very difficult to argue for one actual human character without tracing that cause to another person's action. It was Fate, of course in personification.
