Modern English is getting worse and worse about using nouns as verbs! In this sentence, "scrap" and "debit" are used as verbs. INDIA in all caps is probably a company rather than the country. KPMG is another company.

The sentence describes a business transaction undertaken because of the comng audit. The effect of this transaction is to remove the material from a balance sheet account where it probably was an asset. To "debit the cost of the same" means to charge the cost of the material to another account.

The effect of this action depends upon the "you" referred to. If "you" is a member of the same company as the speaker of this sentence, the debit would subtract from an asset account and eventually decrease owner's equity. If "you" is with another company, the debit would increase a sales account and thus would eventually increase owner's equity.

Someone wants to throw out material and credit you for it due to an upcoming audit by the company KPMG (http://www.kpmg.com/). Seems maybe crediting you is a better option than absorbing the cost of the inventory.

here's what it means:

we want to scrap (break up, discard) this material at India. we will debit (that which enters an account as a debt) the cost (price) of this material to you as we are having KPMG (don't know what kind of audit this is) audit next week.

in other words, they want to throw away a certain material at India and will charge the cost to you because they have an audit next week (seems like a lame reason to charge the cost of the discarded material to you).

hope you understand...
