You buy the label paper. Look usually at the upper right corner and it tells you what template to use in Microsoft word. ex. use template 8167 in Microsoft Word and other programs Click on the template and it's easy from there.

Most word processing programs have a label function.
There are several brands of labels available.
I think the most common is http://www.avery.com

The number cited for template is actually an Avery label number.
You'll find Avery is the standard and most companies will put on their package, equivalent to Avery #XXXX.
