No, no arrogance....im a guy and i used to do the same thing, and i know other guys who did it too....its usually because they like the girl or they want to be really good friends but just dont know what to say all the time, so they revert back to what was good to talk about in a past conversation

He is probaly just nervous around you. Why don't you strike up the conversation next time and it will maybe make him more comfortable so he doesnt think he will say something stupid. He can't be that dumb he probably knows he has asked you the same thing over and over but its probably the only thing that can come out of his mouth without trying to think.
