what does it mean when someone always seeks you out to make small talk, you talk to them a lot but they end up asking you similar or the same questions everytime they see you? Like where you are from etc. Is this a sign of arrogance or something?

No, no arrogance....im a guy and i used to do the same thing, and i know other guys who did it too....its usually because they like the girl or they want to be really good friends but just dont know what to say all the time, so they revert back to what was good to talk about in a past conversation

He is probaly just nervous around you. Why don't you strike up the conversation next time and it will maybe make him more comfortable so he doesnt think he will say something stupid. He can't be that dumb he probably knows he has asked you the same thing over and over but its probably the only thing that can come out of his mouth without trying to think.
