For your foster child to be on an IEP they team had to do testing. In his evaluation report. Take a peek at it. There is an IQ score. This is the number that the label "mentally retarded" is based on. IF the IQ is less than 70, then his label should be MR. (mentally retarded) If the number is higher than70 but below the low 80's... typically the child is going to be "below the average" and is going to struggle and need a lot more time. Usually these students do not qualify for special services unless they have other medical or behavioral issues, like ADD or ADHD etc.
Your foster child is capable of learning. He has learned to be mouthy and to lie. THese are not abilities that are developed in the womb. These are behaviors he has learned to model, from somewhere. These are coping behaviors he has learned to use to deal with being a foster child.
As a foster parent, you get to love and nurture and help "fix" the child that the biological parent couldn't deal with. Thank you for taking on that responsibiltiy. I would suggest talking to the IEP teacher and ask what are things you can do at home to help with his learning. Teachers always have a list of things. I would suggest a lot of bonding time. Perhaps a program at home that when he is mouthing.. you say.. I understand you are angry, but I don't like it when you speak with those words. Can you tell me what you mean in "nice words". Or being 6, he may not have those "nice" words. So help him by saying," Do you mean you are angry because..." and this will help him understand that you are trying to understand his anger. Being 6 he may have things he wants to communicate with you, but doesn't know how to say them, hence the mouthiness.
Another thing, since this child is in foster care, I bet his insurance would help pay for some counseling. I dont' know how long you have had your charge, but he may need some counseling to help him understand why he can't be with his parents, why he has been moved from home to home, and why he is so angry. He has a lot to deal with, and not the mental capabilities to understand them.

If you truly have all these concerns, an IEP is only one part of the process. Talk to his pediatrician, check out local support groups, see a phychologist - GET HIM DIAGNOSED AND GET HIM HELP! He can and will live a happy & normal life if you provide him with love and a positive attitude. Try your best not to use an IEP as an excuse to give in to him & allow the lying - he can learn like any other child, maybe just a little slower.

An IEP is simply an Individual Education Plan, and children identified with special needs have them in the Public School system. Those children can be struggling, have speech, problems, social services, or be gifted.
Work with those teachers and folks who are involved in the IEP, follow any modifications requested at home, and report the results. They will continue changing, modifying, until they see improvement. If you have any additional ideas, let them know. They will continue with those things that work. Ask for any additional services and/or testing if you think that could help.

You should continue with the IEP because whatever exceptionality he has now might worsen if his special needs would not be attented to. Mental Retardation is said to not be curable but it can be prevented from not worsening and the level can be lowered down (ex. from mild, it can be almost gone) through special education. Just make sure you have a good cooperative group (composed of professionals like teachers,doctors,etc working together) who can help your child.

how does he ate at school is the big thing I'm 18 and i have a iep !! he cant learn never say can't did learn how to read in till i was 15 don't give up and tart him like an iep is a big ting cuz it not ! i Reilly no no any about his iep but don't give !
Don't do anything different like cuz he has and iep!! trust me it did not help ME at all!!

i am studing special education at South Carolina. the first step is have him assessed. this can be done through the school. based on his psycological report and IEP (Individual Education Plan) will be made. make sure that you encourage and reinforce his good behavior.
