They gave the state governments certain rights in which the federal government could only interfere if the conflict was between states, a matter of national security, or could be catagorized in the interstate compact (something like that). The amendment that ensures this has acutally been basically disolved by Supreme Court decisions in the past and basically in non-existent in the court system. I think the Supreme Court overstepped its power on that one but the checks and balances didn't work to stop them.

They developed a system of checks and balances that would ensure that no one branch of the government would become dominant. They did that to ensure that the government would truly be a democracy, not a monarchy, like in England. They also limited the federal government and gave the states rights, too.

No obviously not or else we would not have a constitution. But the did split the power and that sorta met their concern.
