The HP LaserJet 3100 All-in-One is a monochrome printer. This means it won't print in any color but black. Any answers here that tell you to change the color cartridges are ridiculous. If you are looking to print in color, you will need to purchase a different printer.

toner for the laserjet 3100 comes in an all in one cartridge that includes toner, waste toner collector, drum, and charge roller. the problem is probably between the drum and the charge roller. there is a lamp inside that illuminates the whole drum to clean off old images. then the charge roller turns it all white again. then the laser writes onto the drum. every point on the drum that was exposed to light attracts toner. so if the charge roller is out, then the light from the quenching lamp is not being discharged, and the entire drum sucks toner over and then transfers it onto the paper.

So the short answer is: replace the all in one toner cartridge.
