i really like runescape, and i just started playing alot, but i dont have much stuff. i would be happy to buy the party hat for around 50$, but it would be nice if it was free.

1) I don't know anyone who will part with a party hat for anything less than 100 million gp.
2) If you really mean $50, then you are attempting to break the rules by offering to buy an in-game item with real currency. According to the rules, such trading is not allowed, and remember that Jagex owns all accounts and in-game items, so buying them would be illegal.
3) As I said earlier, accounts are also Jagex property, and it says clearly under Rule 6 that only one person may use a particular account for as long as that account exists.
Play some more, and don't try to take shortcuts again. Otherwise, you WILL get banned.

um why would anyone give you a party hat? plus i know (from experience) that as soon as you get something like a party hat, your going to get hacked within the week(keylogging world morphing etc.)

Party Hat? 50$? FREE???!!!?!?!?!?!!!? Man!! Good luck party hats are 34 million. But, if you want to make money, merchant ores. Mine coal (if your mining is 30, if not, mine iron). Coal is 150gp each, and iron about 75-100gp each.
