in my opinion, its when you realize "who you are"
its when you are comfortable with yourself and you dont care what other people think....its too bad this usually doesnt happen until you are in your 20's, unless you are a very mature person for your age

My two cents:
1. Try a LOT of different things that apppeal to you to see what you are good at. This isn't necessarily related to what you plan to do to make a living. For example, you might be really good at woodworking but program computers for a living.
2. Practice what you are good at.
3. If self-satisfaction is not enough, arrange it so your friends or the public can admire or appreciate what you do best.
4. Think about legacy. When you are worm food, what would you like most for people to remember about you. What will you leave behind? Will that spice chest you made for your wife be used by your great-great-grandchildren? Did you start a foundation that cured AIDS? Or perhaps you were the worlds best ant farmer or poker player. In my opinion, when you feel confident that you will be remembered, you are there.

In my opinion, strictly for myself cuz I am pursuing my own, it took me actually sitting down and evaluating my life and making decisions based upon where I want to go versus where I have come from both personally and professionally. I am very spiritually grounded, so I know that whatever I do with my life must be to honor God and fulfill His mission for my life.
With knowing this...I sat down and evaluated every part of my life and determined if things I did were in the will of God, and if not, I created goals to get myself back on track spiritually. Then I also made another goal sheet to determine what I needed to do in order to get my personal and professional lives to bridge so that no matter what I did, I was honoring the Lord all the way around.
I am currently on that quest, and I am realizing that my own self-actualization will come from the lessons I learn while on my journeys. I have learned so much about myself and my strengths and weaknesses.
It is a wonderful thing to know that nothing can stop you when you are on a mission. You will have set backs, but you cant be stopped.

See the value of something larger than yourself, family, community, all of humanity, whatever. Understand yourself and your true motivations for what you do. Act instead of react. Be an individual and be brave enough to truly be an individual.
Read philosophy and science to understand yourself.

Some people have this, but still want more. Those people don't reach self actualization
