I admit my hardware knowledge is dated from the 90s, but figured it's all about the same.. I have a Celeron 3.06 478 processor in an Asus motherboard, but for whatever reason there is no video at all. Power supply ATX and P4 are connected. What I'm finding weird, is that in the process of turning on and off, the CPU is completely cold .. like it's not getting power. Is this normal? Also, the CPU fan seems to spin faster than normal .. like maybe it's a code that something isn't connected right ?

No video at all, usually is a very bad sign. Most probable:
1. CPU failure.
2. Motherboard failure.
3. Memory modules failure. Some PC's need TWO modules at the same time to function. Using the other banks to insert the memoy in, sometimes help.

You could try to install another videocard. If there's no difference, then that's probably not the problem.

First is your monitor working, and second, it's a celeron. I don't know what cruel person put a celeron into an Asus, but do you have a video card or integrated graphics? Does the pc make any beeping noises when first powered on? If the only thing that is happening is the pc trying to post and failing at boot due to inoperative integrated graphics then a cool to the touch processor does not surprise me.

If you built this computer, did you use any thermal grease on the CPU or did the heat-sink have a "patch" on it? It could be that the processor is toast, or the southbridge chip on the mobo is shot. The best bet if the mobo is less than 3 years old is to RMA the mobo back to ASUS and let them check it out and send the processor back to Intel and them check it out. Sorry dude!

if everything is getting power especially the motherboard you can tell if it is by fans plugged into it coming on, and its not beeping and no video is being displayed. there is a good chance the cpu isn't seated right or is dead. especially if its cold.

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.

if ur fan is fast that is good if ur pc fan is not blowing out hot air that is even better check ur video card
