how can an office be reported for being nasty.

just go down to the local department and they will give you a complaint form and file it against the police officer in question.

Go ahead and file it. A lot of good it will do you. Cops arent paid to be nice and friendly all the time. They are free to do a lot of things like give you attitude, be sarcastic, even lie.
