It would still follow the basic APA format for books as shown at-

Author, A. A. (Year of publication). Title of work: Capital letter also for subtitle. Location: Publisher.

You may have to be a bit creative. For example, if an author isn't listed (remember that an author can be an agency like "Walgreens Human Resources Department) you may have to use the name of the company. If there isn't a clear publisher, you can do something like this where the author is the publisher-

Corporate Author, Author as Publisher

Australian Bureau of Statistics. (1991). Estimated resident population by age and sex in statistical local areas, New South
Wales, June 1990 (no. 3209.1). Canberra, Australian Capital Territory: Author.
