This is actually 2 questions. First, why do women EXPECT you to change the toilet paper while exempting themselves from the responsibility to do so, and secondly, why do they gripe about it?
The answer to the first is because she (in her own mind) is a pampered princess, while you're nothing but the lowly chamber servant. A princess shouldn't be expected to do something so menial. That's for the "help" to do (i.e. you).
The answer to the second is that she's "testing" you. Are you going to wimp out and meekly do as you're told? (Thereby losing any respect for you she might have had?) Or will you stand your ground and be a "real man" (in her mind) by putting her in her place?
Never mind that these two things are logically incompatible. Never mind that testing you is unfair and wrong.

The following comments are generalizations, they are generally true, but not nesc. always true, just like most stereotypes.
Are you married yet? Women nag, it's their nature. If I complain much people will say I'm "like a woman".
Men are sloppier than women, more forgetful, more careless about such things. Odds are that she's bothered more, because you do it more often. If somebody pokes you once it's probably not too annoying, but if they KEEP poking and poking, well then it gets really annoying.
And another reason why she'll notice it more is: unlike men, women wipe after they pee, not just after they poop. So, they're like 10x more likely to be affected by the no toilet paper situation than you are. So of course that will contribute to their sensitivity to that situation.

Not sure, but I always like to put it on myself anyway as women, at least 75% of the time, put it on wrong. They don't seem to understand that the free end comes off the top of the roll and facing out, not hanging down in back of the roll.

Because men think that because they stand 2/3's of the time they don't have to. Women get mad because it is one of those things that everyone uses and when others don't think about the next squatter it irks the woman off because changing the roll benefits the jerk who left it empty.

hmm well I always change the dang roll in my house, it has to be a guy thing with not changing it. I have 4 boys and a hubby none of them change it and it's really annoying. the closest they come is putting a new one on top of the old one,good god I don't understand it. Maybe because I guy looks at it as being housework,....lol Its a question that will never truly be answered except with the lame excuse " BECAUSE I AM A GUY" so sad..

Try this - women are natural nest builders, and when you alter the nest from their favored configuration, you get pecked. This includes leaving the toilet seat up, leaving towels on the floor, and leaving the cap off the shampoo.
Learn early and live a much more stress-free life if you intend to live it with a woman. My advice is to carve out a section of the house or basement that you are allowed to keep as you wish, mess and all. This isn't likely to be anywhere that guests will be allowed to see.
The rewards of acquiesence in this matter can be substantial :-)
