Use a chat program. Webcam framerates are not fast enough to support lipreading.
My mother is deaf, as well. "Chat" doesn't work for us, as she has arthritis, and cannot type at a conversational rate. She has a voice-relay phone, which is awkward, as the hearing-enabled participant's side of the conversation has to be transcribed by a human operator.
I wish I had a better suggestion.

Good question. You're going to have to speak a lot slower than you normally would, since a webcam won't be able to capture video at a very high speed like a normal camera. Make sure you get good webcams (the Logitech Fusion is a good bet) and that you both have decent connections.
Or you could learn sign language.

It should be possible. You will need a fast connection at both ends (at least 1 meg) and a pretty good webcam, or possibly a proper video camera with a video capture card would be better. Recently TV broadcast some silent home movies of Adolph Hitler that had the sound track dubbed by a lip reader, so all things are possible

Someones working on a program where you type speech and an animated figure signs at the other end. Until thats available, or webcams improve, I think that typing is still the best option.

I bought a webcam so that I could sign with my deaf friends, but I found that it didn't really work...atleast in real time. I can make a video e-mail, though, and that works very nicely.
I know you may not know sign language, but does your mother? If she does, she can get a videophone for free and you can call her using their relay service, or maybe they can just speak through the videophone so she can lipread them. http://www.sorensonvrs.com/index.php
