If they have a separate fuse just pull it out. If not, then remove the bulbs.

A friend at work has a GMC pickup and he pushes the parking brake just one click and the running lamps turnoff. Probably not the CORRECT answer but it works for him

A 96 should have a drl/fog fuse inthe interior fuse box. DO NOT REMOVE the drl relay because you will also lose your low beam headlights. If you have factory foglamps you could locate the drl diode and disconnect it

Try pulling the daytime run lamps relay.

below the hood you will see 2 significant relay boxes, on the bigger one, the only with extra relays pull the selection (5) relay out, that controls the DRL sunlight hours working lamps.......
