I ask this as a history question...would it not have been his ideal situation to get rid of all jews instead of just the foreign Jewish people? Thanks

Petin would not allow the German's to dictate policy in Vichy. For the premier to surrender Frenchmen to Germans could have started riots and toppled his government. It just wasn't done in that world. Remember that the French had fought Two (2) Wars with Germany since 1873 and lost two of those wars. It was a chauvinistic thing.

Remember he was still arrested and tried and convicted of war crimes after the War.

he was under pressure form the Germans and he was trying to keep the french citizens
your assuming he wanted to get rid of the jews
