Caring for another human being in the capacity of friend or partner involves seeing past what may be perceived as imperfections. Human frailties include being real in appearance, not to be some make-up-laden cover girl; and if it takes artificial aids to become one's version of perfection, would you be comfortable with a potential partner being enamored with your artificial side? On a personal note, one of my most memorable friends, who become someone I'd wanted to marry (didn't work out for other reasons) had an extremely large birth mark on her arm, that she was openly self-conscious about to only a small extent; it was situated in a spot that she could have easily covered; instead, she left it for the world to see. I truly admired her for that, for the reason that she was physically showing people that you can accept her, but you must accept her with her birthmark. She had lots of friends. Big is relative; big arms for a woman or big arms for your smaller size? You said proportional, but to yourself or to other women? Please don't compare yourself to those magazine models; they are cultured to be that way, are overly made up, fake-looking and airbrushed. Bravo to you for losing the weight. Quite frankly, you sound like a real find, because you are concerned in the way you are seen by others, even though you have made a big leap by losing such a large amount of weight. Do you know what percentage of the population does not fit within the parameters of body proportion? Like, the majority! So don't put yourself down; give yourself a pat on the back for losing weight, and if you can't get past your self-consciousness about your arms, there are many figure-flattering clothes for men and women that accentuate other parts of the body. You should consult with a women's clothing store that specializes in body-fit clothing, and they will guide you toward clothes that you will perceive as showing less area of the arms. You should also check out the women's fitness centres that would specialize in the unique body and weight characteristics of women. And finally, you sound like a good person. Keep up the rest of your positives, and hopefully you will see that in yourself so that what you perceive as negative will be put into perspective as being quite irrelevant. If you want to reduce the size of your arms, you can do it with your diet. Lose weight all over your whole body, and you will lose weight in your arms.
Weight lifting can add size to your arms if you add bulk, but let's be honest. To do that, you would have to use heavy weights, and you probably won't. Use light weight, many repetitions, and you will increase your STRENGTH and FAT BURNING CAPACITY, not gain size. You will actually lose fat because muscles need calories, just to exist. Build muscle and burn fat. You won't have a problem with huge muscles unless you are lifting or pressing giant weights.
I'll be honest, giant arms are not attractive on a girl. What's far less attractive is a woman who thinks she's ugly. Be proud of the way you look, and you will look wonderful. Keep trying, don't give up on yourself whatever you do. I've had so many clients that lose weight - I know you can do it too.

First, congratulations on the lifestyle changes that you've made that resulted in losing 45 pounds.
Ok, the arms. Minimize your arm-focused weight lifting. Maintenance lifting is good, but don't try to bulk up your arms.
Your core and lower body muscles are where your power really comes from, so focusing there for strength is more reasonable given what you've said.
Keep resistance training in your program so that your metabolism stays high and your weight loss continues. Keep the low carb (not zero carb) diet going, to keep from burning protein and to keep fat burning goin' on.
Stretch marks aren't one of the more attractive physical attributes of a woman, but they sure aren't a deal breaker for anyone that cares about you or is in love with you.

I hope this helps you. When my wife and I were dating, she told me that she had stretch marks (she was previously married and had a child before she met me). She was concerned that I would think they looked bad. You know, she was far more concerned about it than I was. For me, there were so many other attractive things about her, that the stretch marks weren't a big deal to me. Don't worry so much about your arms. Just be yourself. That's why I fell in love with my wife.

At this risk of sounding trite, most people are not super models. If a guy is shallow enought that slight flabby arms turn him off, he is probably pretty shallow anyway. I am not going to lie and say appearance is unimportant, anyone who is solely interested in appearance is a boor.

personally i dont mind the strech marks,or the big arms.my girl friend has the same issue.she's a big girl anyway,and her arms are her biggest complex.what i suggest to you,is that you workout with very light weight.do alot of reps.LOTS!!!heavy weight bulks your muscles up.light weight is for toneing.

i'm a Muslim and that i choose womens with scarf (Hijab). and one element that Islam has mentioned womens to do Hijab and there's a reason for this. No order Of Allah is with out reason. Islam says to womens to apply Hijab to gaurd their Modesty. And in case you employ scarf, you will discover greater admire and love. and that's vital for muslim womens to apply scarf.

I don't have a problem I just don't want my lady wearing spaghetti straps or sleeveless tops outside. I don't mind the halter back look.
