Where I live principals wouldn't influence that type of hiring decision. It would be decided by the school board. We are looking for literacy interventionists to work 100% on literacy development, not for regular Special Ed or individual student support.

NCLB requires that all teaches be highly qualified in the area they are teaching. If the reading specialist was teaching reading skills exclusively and had a license for the area of disability the children were in then they might hire a reading specialist.
