If you are in it for the speed and performance I do not recommend the 250cc you will grow out of it quickly, the good thing about the 250cc is that you get I believe 80% back when you trade in for another bike, most dealers have this policy because it is a beginner bike that most people grow out of and come back wanting more.If you want a safe bike for speed and performance I would recommend getting a 600 cc bike to start if you want a sports bike feel get a 600, you also have the ability to do more once you get use to riding.
If you want a powerful scooter feel with a clutch get a Kawi 250cc.
Either way, go to Rider's Ed.
It will help you decide what fits you best.
Do you have experience with a motorcycle clutch ? Have you been on dirtbike before ? If you answered yes to these questions than I think a 6 would be a better choice.

You must first quantify 'best'. Best what? Performance, handling, acceleration?
A scooter is another one of those 'personal' things. What I look for, ride and enjoy, will more likely then not, be different from your desires, needs AND skill.
Do you want a 'crotch-rocket' that last maybe five seasons, before needing to be replaced, if you are still alive. Plan on any long trips, then a cruiser is the way to go.
I would suggest you do some listening to owner of a variety of scoots. Read some of the reviews in the rages or on the web. Then when you have the 'game plan' set, go for some test rides.
My boys perfer their rice burners, but can't handle a simple four hour trip. They have '97 and '06 R6 Yamaha and a '00 R1 Yamaha. Mine are Harley-Davidsons and 1970 Triumph Bonne.

All depends on what you are looking for. for brand dependability, I choose Honda first, then Yamaha second. I had a 700 yamaha years ago, and I put 50,000 miles on it before I totaled it hitting the rear of a camero that locked up in front of me. Shaft drive are so much more dependable, but chain drives are more HP efficient. If you want a chick getter, then I'd say either a crotch rocket, or the mystique of the good ole Harley-Davidson, although I hear having a harley, better be good with tools all the time.

I would recommend any Harley-Davidson. I think they're the best bike out there. Contrary to what a lot of non-Harley riders think and say, they do not leak, they do not break down all the time and you don't spend your time sitting on the side of the road. These are all myths generated by those who try to justify their purchase of an inferior product.

If you're in your 20's: Yamaha R1. The faster red model.
If you're in your 30's: HD V-Rod or Suzuki M109 cruiser
If you're in your 50s: BMW 1200rt sport tourer or Honda Goldwing

buy a Harley.The idiots talking bad about them don't know anything about them.They don't leak oil or break down all the time.my 59 panhead may leave a drop occasionally but I also have 3 more that never do.The evo motor is very dependable and do not leak.Don't settle for jap crap.

the hayabusa is still the bomb! the zx14 looks better on paper, but the hayabusa has more balls in the lower more usable rpm. there is so much aftermarket for this bike. its still the most powerful.
