Anything can be fixed with enough time and money. Getting the engine to run is likely to be the easiest task. There are lots of electrical system components including sensitive computer circuits that can be damaged by moisture. If this was floodwater you don't know what chemicals or bacteria were in the water. All the fabric, seats, carpet, door panels etc. need to come out, be washed and dried or you will have moldy and rotting upholstery in a short time. Unless you are a mechanic with lots of spare time don't your time.

It should be fixable but you would need to rebuild the engine and most of if not all the wiring as in plugs wires and so on... but prob would be cheaper to buy a good used truck than rebuild the other...

I think the real ? here is are you able to title it. If the insurance company knows about the flooding of the truck they will say scrap it. Thats the law in Missouri but back to the point of a no start does it have spark are you getting fuel and how much are you willing to spend to get the smell out after you get it to run.

Everything is fixable it's just how much time or money are you willing to invest in the project and how unreliable will the result be.

Usually it is not worth the effort, as if totally immersed all systems must be cleaned and flushed. Then mold may take over the passenger compartment.
