I've actually heard the opposite. Get the boot a half size larger to accomodate thicker socks and/or pants to stuff in.

do they? I've never heard that. But maybe boots are just different sizes then normal shoes or sneakers.

They just fit different. They need to slip a little at the heel when you walk. A good pair will break in and be more comfortable than sneakers.
