Yes, I think they can.

As a matter of fact, I work with someone who is...and the happy spirit is genuine and a little contagious. He's gone through health problems (both he and his wife), some personal issues, death in the family and always seems to have a smile, a joke, and a possitive outlook on life.

Not too many people are happy all the time, though. Imagine if we were.

I think it would take either an exceptionally spiritually enlightened person to be happy ALL the time, or a person completely oblivious to the world around them. Then again, maybe that's the same thing.

NO person can be happy all the time. The can choose to not let a bad mood get them down, but not truly happy ALL the time, NO.

Not every single day of their entire life. But some people are happier than others, on the average.

Well, I'm happy about 98% of my day, most every day.

No matter what happens, something worse has happened, or is happening to someone else. We owe it to ourselves to be happy. To be other than that is purely self absorbed and ungrateful.

Happiness is having a large, loving, caring, close-knit family in another city.
Of cause you can it is in your mind nowhere else.

no we can't be happy all of the time, but we can give thanks for what we do have. we can choose negativity, or the positive side.
