This is a show of false modesty - kind of an "aw shucks" sort of a thing - usually as a joke. I think it comes from if you had an apple in your hand you blow on it and then wipe it off on your shoulder to clean it, as if whatever you just did for someone or accomplished "weren't nothin'."

they have an invisible chip on their shoulder and when they are obnoxious a**,they gotta polish thie chips just in case you were too slow to notice what idiots they are..
