It's a "3 by" relay. The first swimmer does THEIR laps, and at the VERY END of concluding THIER laps, the SECOND swimmer dives in, and so on. So, you can have a 3 by 400 meter relay, where all three swimmers ahve to swim 400 meters.

They're backup timers in case the pads fail to get th swimmers correct time they have it

Sorry that's not really standard in competitive swimming to have 3 people hanging out on the deck by your lane. Maybe your coach, your girlfreind and your mom?

there are 2 people for timeing and one to record the time for the swimmer when they race.

those people are all there so that if the wall touch pad does not work when you are done and touch they will have a back up time for your meet so they have time in which they average them out to find your time.
