Your phraseology makes no sense, so i am taking a stab in the dark here and supposing that you want to know what seldom means. It means "rarely" or "occasionally". Seldom is the opposite to "Often".

It's an adverb. It modifies (adds information to) a verb.
I seldom see my friend. (see...how? seldom = rarely/not often)
