I would suggest you to communicate with professional makeup stylists. They are available for free in jurgita.com and there is also a forum where you may discuss style questions.
They would look at this from much more experienced side than us..
Good luck :)

Mixing colors works really well... especially mixing eyeshadows of the same color but different shades helps be original.
Wetting an eyeshadow brush and using black eyeshadow can give you instant smoky eyes. So can wetting a regular pencil, but it can get a lot smudgier, so make sure you take time to practice.
Chapstick before applying lip products helps seal moisture and keep them from becoming chapped.
If you don't have blush, lipstick works... but make sure you blend and you're using a natural color!
Coloring your lips in lightly with lip pencil helps keep your lipstick on longer.
Never match your eyeshadow with your outfit, especially if your outfit is a very bright color. It looks tacky.
Green eyeliner would look amazing on your eyes: try Urban Decay Glide Pencil. You have to replace it once it gets flat, though.
Putting on mascara then waiting a minute or two for it to dry, then reapplying, gives you more results.
If your eyebrows need a quick fix, you can buy special eyebrow gel from Bobbi Brown or you can use clear eyeshadow to touch them up just as well (MaxFactor: $6 at Wal-Mart).
Make sure you blend if you put on foundation... lines are never cute.
most of all, remember: ALWAYS WASH OFF YOUR MAKEUP BEFORE BED or else you'll wake up one morning and find you have no eyelashes or something equally terrifying.

See if this will work!!!!!!
Eyes: get some black eyeshadow, and an angled brush. INSTANT LIQUID EYELINER!!! dip the brush in some water and apply to the lower lashline. In the corner of your eye make the liner darker and a little thicker. put on a light layer of maskara and apply some highlight powder to the crease of your eyelid and under the eyebrow. Use a light shade of lavendar eyeshadow, it works for all eye colors and types! this will make your little eyes POP out just enough to make the boys go crazy!
Lips: Use Vasaline for a while to heal chapped lips, and when they are healed add a little color. Usually a peachy rosey color will work on anyone.
Skin: WASH YOUR SKIN EVERYDAY!!!!!!!!! but durring the day wear a thin layer of liquid or spray on foundation. it will even out your skin and make it glow too.
GOOD LUCK!!!!!!!!!!!!!!!!!!!!!!!!!!!

hmm. here is what i suggest :)
for eyes: try a lavendar eyeshadow on entire lid and above crease. than go in w/ a darker purple eyeshadow just on the outer crease to create Depth. (this is true of All colors.. if u use green, use a light one as base, and get a darker for the crease, etc). get a pencil or liquid black eyeliner, and tilt ur head back, look downwards into the mirror. get as close to the lash line as possible, start at inner corner of eye and when u get 3/4 of the way, instead of following the eye curve downwards, go Straight Out and Upwards, creating a bit of a Cat Eye. when u look normally into the mirror, ur eyes should look larger :). get a Highlighting eyeshadow (or Pencil) in Gold, Silver or White.... apply shadow w/ flat brush on LOWER lash line, mascara optional on lower lashes.
if ur face is round, try putting bronzer/blush on ur cheeks. start from just below the apples of the cheeks and blend Upwards into ur hairline near the eyebrows to create definition in ur cheeks. u can also try a darker foundation shade underneath the blush to create a more hollow effect, but that's kinda hard to do. just practice.
lips: u need to use chapstick all the time. also, drink a lot of water to hydrate ur body. if u can, get a lip exfoliator. burt's bee's has a great medicated chapstick, so does carmex. if anything, vaseline works great at night, and actually honey can help w/ chapped lips too (or cold sores).
good luck~~ :)

I have a great chapped lip trick that every one loves. Glob Vaseline on your lips and exfoliate them with a soft tooth brush. All the chapped skin will be buffed away and at the same time you are circulating that area. You will get immediate results. I put Vaseline on my lips in the morning as soon as I brush my teeth ( I don't put my makeup on until about a half hour later) and I put Vaseline back on when I get back home from work and before I go to bed.

Well, bright colors work mostly on brown eyes, so purple, blue, and green. Line a thin line of black eyeliner on the TOP of the eyes, this makes eyes pop. Lining the under lid makes eyes look harsh. A mascara I reccomend is Covergirl Lash Exact it is the best mascara EVER!!!!!! good luck!

For the chapped lips, put on chapstick before you put on lipstick/lipgloss. It helps heal them and make the color last longer. Purples and Blues will really make eyes pop!

Use a bit of blush. Experiment with it. I have a round face too, and I found a way if you put blush on, sort of on your cheekbones, then it makes you look sort of exotic, because your cheekbones stand out more. Black mascara, and if it goes with what you're wearing, use brown eyeshadow to go with your hair. If you have darker skin, then use blue eyeshadow. It will make your eyes stand out a whole lot. Good luck!

what i do is brush a slighly darker color than my skin color on my eyelids and then brush on a very light blackish blueish color. for lipgloss, i wear pink. first, i put on chapstick because my lips get really chapped really easily. then i put on a medium pink tone on my lips and i teeny big of blush and mascara and liner (sounds like a lot). the most important thing a lotof the time is to make sure it matches your outfit and face.

to make your eyes "pop" lavender eyeshadow is great. it works with all eye colors. also, whenever you use mascara use liner also, this makes your lashes stand out more. stick with a neutral lip color when using the bright eyeshadow, or vise versa.. when using a bold lip color, tone down your shadow.
