when the west indians migrated to england after ww2 in search of new jobs, why were the british pay them less?

Straight forward discrimination. It was not hidden in any way at the time. "Darkies" just weren't considered as good as us.

I watched a programme where one of the original immigrants said that when looking for a boarding house, they would have signs in the window saying "No Blacks, no Dogs". The bad ones said "No dogs, no Blacks". BUT, as he pointed out, at least it was honest. If there was no sign, you knew you would be welcome.

because they could get away with it! many of the migrants although highly educated were not used to the money and system here and were easy targets for unscrupulous bosses... before them it was the Irish and the Jewish that suffered... as so it goes back... also a lot of people dies in the war and the government need to fill the skills shortage quickly and encouraged the migration, the masses here were often poorly informed by bias politicians that these new people would steel the jobs and homes of those already here... there wasn't the education there is now and many people became scared, even tho there was nothing to fear! it was just fear of the unknown, so many migrants faced a hostile welcome and found it difficult to find work even tho there wasn't enough workers to fill spaces... then were back to the unscrupulous employer exploiting this fact and forcing down wages to get virtual slave labor...
