I think tests are certainly a reasonable way to measure a person's intelligence. You didn't qualify the tests as written or oral or performance based, but I think all of these can be used, depending on the specific circumstances.
People that complain that written tests don't measure real intelligence may have a point if there is a strong cultural bias in the test that the taker must strive to overcome. However, most of the tests I've ever taken didn't seem terribly biased to me and perhaps one measure of intelligence could be the ability to overcome bias :-)
Since simply asking a person how smart they are isn't terribly useful, the subject needs to be able to demonstrate their intelligence in some fashion, and it is hard for me to think of many alternatives to taking some kind of structured test that allows the testee to exhibit their knowledge, vocabulary, and dexterity of thought processes.
