Why isn't OJ in prison? Why isn't Tom Delay in prison? Because they have big bucks and can afford excellent lawyers. Now, I hate Rush and his DittoHead followers with a passion, since I'm a proud Liberal, but to be fair, Rush actually didn't steal the prescriptions; he actually obtained them under illegal means though, as he had his personal assistant get them with fake 'scrips. Still, that is a Class 2 felony in most states.

Why historically has outlandish criminal and homosexual behaviour from the democrats been OK in their eyes?

He should be. One presumes that conservatives embrace the ideals expressed in the Pledge of Allegiance, including "justice for all". That means the same laws are supposed to apply to everyone, whether it's a wealthy celebrity like Rush or a faceless inner-city man mired in poverty. In fact, Rush himself has advocated jail time for athletes and Hollywood celebrities who use drugs.

So if conservatives still believe that drug users should be sent to prison, that means that Rush should be imprisoned too.

First of all, what you mean is "Dr Shopping" where a single patient gets multiple doctors to give them prescriptions.
So he never "Stole" the prescriptions, even if this is true. Also, every American has a right to privacy as dictated by the constitution, so his medical records were private. This is commonly used in self destructive crimes such as drug addiction.
Can you tell us who Limbaugh harmed but himself?
If we compare him to Robert Downey Jr., who continued to seek out narcotics after several arrests, I would think you would give him a break.

There was never an allegation that he had stolen prescriptions, the only accusation was that he had went to several doctors and got prescriptions and had his assistant provide him with Oxycontin, all allegations were politically motivated by a liberal moron!!

The Viagra he used this summer at the gay teenage sex club in Central America was supposedly "legally" prescribed by his doctor...just in someone else's name.
