Hmm which country are you in?
Look usually there is a link on the boittom of the screen to find ouit this sort of info but I will try to get you a link that might help you.
This one is for the security centre, but as I am in australia I got it from the australian Ebay site, either way though I am sure they will be able to either help you or put you through to someone in your local country if you are not in australia
http://pages.ebay.com.au/securitycentre/index.html
This one is for the site map which might/should help you on your way.
http://pages.ebay.com.au/sitemap.html?ssPageName=f:f:AU
The following is something I found also
Except as explicitly stated otherwise, any notices shall be given by registered ordinary post (or if posted to or from a place outside Australia, by registered airmail) or by facsimile transmission to eBay International A.G., c/- Dibbs Abbott Stillman, Lawyers, Level 8, Angel Place, 123 Pitt Street, Sydney NSW 2000 Australia, Attention: C Kintis, Facsimile: +61 2 8233 9555, DX 101 Sydney (in the case of eBay) or to the email address you provide to eBay
I hope it helps

You won't get fined. you just can't sell it on eBay. Some companies only allow certain dealers to sell their goods. eBay used to be like a big garage sale, but it's much more organized now. They remove a lot of listing if they think it could get them sued.

eBay, like most big companies prefers that you use their help section first. Click below (UK version)...
(If you want to report a fraudulent eMail, FORWARD it to spoof@eBay.com.)
