disable the system restore and reboot in safe mode with networking. go to.

free on-line scan i use everyday for customers. run the scan, get rid of the detected threats then reboot. hopefully it solves the problem. enable system restore and set a new restore point.

If you are infected the virus or spyware may be blocking it. You have to be a administrator to restore you computer. Also you have to make sure the restore point you are picking is in bold.
