I don't know a whole lot about this, but some addresses aren't contributing at all, although I seem to have processed plenty of their information. When should I ban them and what circumstances could I be banned after?

You shouldn't ever ban them, they might be uploading to someone else. Also, if they don't contribute they will get choked anyways. Bit torrent will take care of users that don't contribute on its own.

Given that most of the IP's you're dealing with are probably dynamic, static bans are probably not a good idea.
