For your first question solve for x by taking the 9th root of both sides. Once you have the answer for x solve x^4 by (answer)^4.
For your second answer start saying Log base 4 =256 which means 4 to the what = 256 4^x =256. I need a TI83 to be sure of the second answer. Hope this helps.

the first one is a calculator one.
So basically take the ninth root of both sides
x=127^(1/9)
x=1.71299
raise that to the fourth and get your answer

2) log4 256
this asks 4 to what power is equal to 256? ==> definition of a log
4^x=256
factoring 256 gives 16 * 16
4^x=4*4*4*4=4^4
