Im going to go with Juggernaut as the greatest superhero...when
he was with the x-men anyway...he has super stength, equal to superman's, he has unlimited stamina and energy, once he biulds momentum he is unstoppable, he is almost invulnerable
to psychic attacks and is completely invulnerable to phisical harm...his skin is impenetrable...well at least all of these things are true in the comics...he also doesnt have to eat or breath and because he is not a mutant his powers cant be taken away...his powers came from the Ruby of Ramses.
The greatest villan is Onslaught...another X-men character... Although his nature was initially unclear, Onslaught was a composite lifeform made up of Professor Xavier's repressed mental characteristics and influenced by psychic contact with Magneto. Utilizing Xavier’s vast psionic powers and Magneto’s control over the electromagnetic spectrum, he came to the physical world. He was the only one to ever defeat Juggernaut...ithink he killed him..well his powers include Seemingly unlimited superhuman strength, speed and stamina, Invulnerability, Telepathy, Telekinesis, Magnetokinesis, Reality Manipulation, Metamorph, Self-Evolution, Genius-level intellect.
Nigh-Omnipotent and Omniscient
As you can see both these guys could easily kick the *** of every superhero or supervillan that would croos into their paths...
Spiderman would never win same with...Mighty Thor, Captain America, Superman...Hulk has a fair chance against Juggernaut
but he is no match for the unlimited powers of Onslaught...

I would say the greatest Superhero of all times is Bill Clinton - he was able to have 'adult' relations with his employee while he was married, get caught at it, lie, get caught in a lie, confess to it in front of the entire world, keep his wife, and still get away with the whole thing and retain his job as President. That must require some sorta super powers...

As for a Villian, it would have to be Ned Flanders. He is evil, and wants to impose his brand of Religion and personal beliefs on the entire world and feels that if you don't believe the same way he does then you are not worthy of anything.
