3) Write articles pertaining to your field and/or expertise.
4) Advertise on Craiglist

Craigslist is the best and most popular. It also has the most categories and widest readership. You can find and post just about anything on Craigslist and people will find the ad and read it.
But don't advertise anything that could be considered spam, since you'll get kicked off and banned from any sites you spam to.
It costs money to spam, like Google AdWords.

It really depends on what you are advertising. If its for a job or for stuff you are selling, http://www.craigslist.org is a good source. Backpage.com or http://www.backpage.com is also another good source.
If you are an inventor trying to publicize your invention, AmericanInventorSpot.com or http://www.americaninventorspot.com is a great website for inventors.
