The speedometer in a car is driven by a cable connected to the shaft that turns the car wheel.will speedometer be more or less than actual speed when the car wheels are replaced with smaller ones?

Should be more. The smaller wheels turn more revolutions at a certain speed than bigger tires. Some tire shops have charts for tire/wheel size differences. They might be able to give you a rough idea of what the difference might be.

You will be going slower than the speedometer actually says you are. If your planning on keeping those wheels on... There are auto places that can calibrate your speedometer by matching the internal gears where your speedo cable comes out of your transmission, To the wheels and make it read the correct speed. They have to do this all the time for cars that go with larger wheels. Like 20's or 24's. They then just switch out that gear mechanism with one that will make the speedo read the correct speed with those wheels on.
Go anywhere that does speedometer calibrations and they will be able to help.
Why did you put smaller wheels or tires on your car to begin with?

Smaller wheels will result in higher indicated speed and higher indicated miles.

Larger wheels will result in lower indicated speed and lower indicated miles.

When I say "smaller" and "larger" I'm refering to the outer diameter of the tire. It is entirely possible to change wheel size, but not change tire diameter--for this question, that's the only measurement that matters.

If the tires are smaller the speedo will read higher than the actual speed. I know 'cause I run bigger than stock tires and the speedo reads about 10 mph less than my actual speed.
