Consider how it takes programming to make someone racist. Are they not also victims?

Yes, racist people who have been raised in ignorance by their parents are also victims of racism. Being racist is a bad thing which has negative effects on your life. People are much better off not being racist, so being taught to be racist is also a way to be a victim of racism.
And don't forget that EVERY race has its racists. I've met plenty of black people that were racist towards white people. It is most certainly not always white people who are the racists.

Racists can be victims of racism. But also racists can just be like the way they are. They might think another race is not as good as their race.

I would say some are and some are not. Some are just raised from birth to be ignorant. Others learn from bad experiences. Such as someone that is raped by a black/white/Hispanic/Asian.. etc; often assimilates that entire race with that negative image. Psychologically speaking, racism can be formed thru trauma.
