he is doing this because he is bored or is teething
also children explore the world by sticking things in their mouths
try giving him a teething ring or when he is doing it try entertaining him with something to take away the feeling of boredom good luck

Did you mean thumb? How old is the baby? If under two years of age, leave him alone he will stop on his own.
