If you really want to solve world poverty, here is what you do (I am being serious):
You must stop with this spend money, spend money, spend money axiom. It does not work.
Advocate the implementation of Private Property Rights (PPR)and Rule of Law.
PPR and Rule of Law = US, England, Australia, Canada, Japan..
Some PPR and Rule of Law = Mexico...
NO PPR and Rule of Law = Rwanda, Congo, North Korea...

It's a question we all need to answer: advance in our collective knowledge or altruism. Both sides will give you some very persuasive reasons for one over the other.
For instance, the west has been giving money to Africa for over 50 years and things there are not better but worse than ever.
Unless you can tell us HOW to solve poverty effectively the lunar pole project will go ahead as planned.

I can't imagine why you think any amount of money would "cure" poverty. Poverty will never be eliminated, but the only way to substantially cure poverty is to evolve 180 developing countries into US/Japan/Europe level economies. At best that will take many decades (maybe centuries) and will require far far more money deliberately invested over long time horizons than will ever be spent on space programs.

until someone has a workable plan to address poverty, most of the good intentions get swallowed up by corruption.
We also need to feed our dreams, and the lunar base helps that. Another way to think of it - the first peaceful exploration - no natives to exploit - in our species' history.

The wealthy countries have been shovelling money at the poor countries for decades to no avail. The money winds up in some warlords pockets and never gets to those who need it. More money wont solve anything unless it starts getting to those who need it. And then unfortunately when does it end. Unless you educate the poor to be self sustaining and to have only as many children as they can support they will have to be supported financially forever.
