Russian services would kill without traces, I think, and fast. It would be not less stronger message for other agents of secret services, because no problem for them to know about destiny of former colleagues. But Litvinenko was killed in a way he could talk quite a long time and his views were not a secret, i.e. possibile to predict.

I only wonder what would happen for a worker of CIA or FBI if he/she would ask asylum abroad (once corruption case started regarding illegal transportation of radioactive substances), knew a lot of information about hiding Russian millionaires abroad and interest of Russian authorities in them (possibility of blackmail) and intended to convert to Islam...

Definitely the Russian secret services, whatever they are called these days. I think the Russian government feels they have gotten away with their atrocities in Chechnya and can do what ever they want, poisoning someone is a psychological killing used to deliver a message to your opponents, its not used by people who care if other people know they did it or not
