I'm confused, I keep on hearing people talk about Type 2 decks in Magic. What is a Type 2 deck? And what are the different types and how do they apply? If you can answer one or all it doesn't matter.

Type 2 is an older name for Standard. As the first two posters explained, it restricts play to the newer card sets. The idea is to make it possible for new players to be competitive without needing to obtain expensive and hard to find old cards.

There are a number of other types, some which allow more of the older cards or allow cards only from a particular set of expansions. For example, Type 1 (or Vintage) allows all the old cards (at least in theory, many cards are restricted or banned because they turned out to be too good or too annoying). A type II deck is constructed using cards from the current edition (which I believe to be 9th edition right now) and all expansions from Champions of Kanigawa to Time Spiral. Use of any other cards would be illegal under the type II format. The cards allowed under this format will change when a new edition or expansion is released. Type I decks allow the use of cards from all editions and expansions except those have been banned from tournament play. Restricted cards are allowed. Extended Decks allow cards from 7th-9th Edition as well as cards from Urza' Saga all the way to Time Spiral except what has been restricted (meaning only one of such cards in a deck) or banned from tournament play. The cards allowed under this format will also change when new editions and expansions are released. I hope this has been helpful.

Type II magic is basically all magic cards from the current core set and the last 6 expansions. With Time Spiral, it includes the entire Ravnica cycle, Betrayer of Kamigawa, and Saviors of Kamigawa. The current Core Set is 9th edition.
