Not directly. However, knowing how corrupt some businessmen are in third world countries (like the infamous Nigerian e-mail scammers), many of these cheap laptops will be sold back to rich western countries at a marked-up price, and the poor people who needed them will be denied a computer education.
However, there is hope for third world countries. Thousands of surplus donated computers are now being sent to third world countries by charities, and they are salvaged and rebuilt locally into working machines for schools and communities - which is great!

i hope so, computer is a computer does not matter what country make it.actually IBM, DELL.. LENOVO AND ALL BIG GUY BUY THERE PRODUCTS FROM 3rd WORD COUNTRIES. ( china, korea, mexico. india and a bunch of other countries." keep praying my friend some day we will have 100 BUCKS LAP TOP"

I think it can be useful for all children.. but oh well, maybe come day.
for now I eye turning my xbox into a Linux desktop.. just don't hae the gear needed.
