It would be..."Have a Merry Christmas and A Happy New Year.

The first- Merry Christmas and a Happy New Year!

But, add "Have" before Merry

How about just Happy New Year.

How about just Happy Holidays.

or if you are trying to add Merry Christmas to it.

I believe your second choice is correct.

The first would probably also be ok but I would add "Have a" to the beginning.
