want to know if just that amount is frozen or the whole account is frozen as i had some checks in process

you should call your bank and ask. if you owe back child support they may be freezing the entire account until all the money is liquidated. however if they have withdrawn the debt amount and the account is still frozen I suspect there is something else going on. you should definately contact the agency who has done this; usually only federal debts are taken with such force like unpaid taxes, child support or other mandatory expense.

Banks can place holds on deposits, but from what your question says, I don't think that is the case.

Generally, the bank will place the hold on your entire account until two things happen, not always in the same order. First, the debt has to be paid. Second, you need to speak with a banker or manager that can remove the hold from your account. Depending on the reasons behind the hold, the bank may or may not let you reopen the account. As for your checks, those will bounce and be returned because nothing will be allowed to be debited from the account.

Basically, you need to go to your bank and speak with a personal banker right away. The longer that account is frozen can impact your ability to open accounts at other banks.
