the spots look like you could rub it off but can't, tried. looks like mold?

Are they little white spots, like salt sort of? If so, that's ich, a parasite. Do not buy ich meds, they kill off all your beneficial bacteria, and possibly your fish. Instead, treat with aquarium salt, which won't hurt your fish, beneficial bacteria, but will kill the ich. Use 1tbsp salt per 5 gallons of tank water. Be sure to disolve the salt first in a cup of dechlorinated water. The water should remain salted for 2 weeks to ensure that all parasites are killed (they can only be killed at one point in their lifecycle - you can increase efficiency by increasing the water temp by a few degrees). Before you add the salt, do a large water change and vacuum the gravel to get out as many of the parasites out as possible.

If it's more like fuzzy or fluffy, then it's fungus. Treat with Maracyn-2 and be sure to maintain pristine water conditions.

Are they like blackish spots? If it is, Blood Parrots gets a "disease" called "Black Spot Disease" lol. It's so easy to cure. Just get some aquarium salt (it's not expensive at all) and follow the directions. I believe it's 1 teaspoon per 5 gallons of water. Within a few days, the spots will disappear and in about a week it should be completely gone.

After that, check to make sure there is no natural light hitting the tank. If there is, find some way to cover it up. You can use a back dropping to cover it and then when you do water changes, replace the salt.

Your blood parrot should never get spots again.
