Try making (you can buy them too...I found them at a florist shoppe) little tokens or certificates that he can redeem at any time.

Give him certificates or coupons that say
A night on the couch cuddling watching the movie of my choice (This means if he wants to watch Rocky you have to sit there with him and watch it)

A romantic dinner or a night on the town

One total veg-out day. No yard work...no dishes after dinner...Just a day to do nothing at all or anything I please.

Well, romance is different to everyone so you probably know the best answer to the question. Think for a second about what you would like most to receive and then try to turn it around into a gift he would like.
I think that gifts that make the person feel good are the most romantic.
lotion
cologne
cozy warm soft socks
maybe silk boxers
Homemade hot chocolate mix (perhaps a small bottle of Bailey's or other alcohol to go with if you're into that)
gift certificates for a snuggle or whatever else you think he'd enjoy
a gift certificate for the two of you to get a couple's massage or other spa treatment if you think he'd be into it.
If you're looking for something a little sappy romantic, how about a "key to my heart" key ring?
If he's more a practical type, get him something that will let him know you pay attention. Think about things he needs to make his life easier. How about a remote car starter?
a CD of HIS favorite music that you put together for him
something you noticed that he has but it's starting to wear out or they've come out with a better model (gloves, car accessories, electronics)
golf balls with (your name) loves (his name) printed on them...or baseballs, bbq tools or anything else he uses
Or you could fill the stocking up with hundreds of little notes telling him special things about him that you love. Get yourself some nice paper (like used for scrapbooking), cut it into smallish pieces and then keep them handy for when you think up something new, like when he puts gas in your car for you or when he gets that cute look on his face that you love. Write it all down for him, men love to know the things they do that we like. In fact, this will probably be a gift for you as well because he'll start doing those things more after he gets the positive reinforcement ;)

For the 8 365 days historic you would be waiting to purchase her a pair of parts of cheap jewelry at Claires. the three 365 days historic? some lil' cheap gown jewelry? They additionally sell a lot of stocking stuffers incredibly cheap at places like CVS and ceremony help. sturdy sturdy fortune

To guys, romantic is partly linked to sexy... because the other half of romantic is mushy and for men, thats not such a good stocking idea.
I suggest consumables- gourmet dark chocolates, cuban cigars, specialty nuts, cookies you baked from scratch. A new money clip or cuff links. Gift certificates to his favorite store (you know what he likes...). A love note... Coupons for massages.

Give him the best sex he has ever had. That is the best stocking stuffer for any man.

I didn't know people filled stockings to adults- do they? I've never heard of that. Aren't they for children and full of candy and small things like colorful pencils, action figures, hair ribbons.....??

Give him a candlelight card.
Whichever event he chooses, he can redeem the card and have it done by candlelight.
